This issue is related to the use of the fast user switching mode, which you can disable by following this procedure : https://www.technipages.com/windows-10-enable-or-disable-fast-user-switching
If this issue occurs when a session is idle for sometime, you need to check your screen lock settings.
This can be tuned using GPO as well.
